October 3, 2011 - Non-residential buildings greater than 50,000 square feet

October 1, 2012 - Multifamily buildings greater than 50,000 square feet

April 1, 2013 - Non-residential and multifamily buildings greater than 20,000 square feet

Penalties

Failure to submit benchmarking report:

- Buildings greater than 50,000 square feet: $1,000 fine assessed quarterly up to a maximum of $4,000/reporting year.

- Buildings between 20,000 and 50,000 square feet: $500 fine assessed quarterly up to a maximum of $2,000/reporting year.

Exemptions

Buildings used in industrial manufacturing.
